Louisiana Department of Wildlife and Fisheries (LDWF) enforcement agents arrested a Shreveport man for alleged forgery and filing false public records in Caddo and East Baton Rouge parishes on Sept. 1.
Agents arrested Tandy Lemay, 52, for 11 counts of forgery in Caddo Parish, nine counts of filing false public records and one count of computer fraud in East Baton Rouge Parish.
Agents served search warrants on businesses operated by Lemay in May of 2024 following complaints and information about vessels he sold with false information.
During the investigation, agents determined that documents used for these vessel transactions were forged and the same documents were used to register the vessels with LDWF. Agents also learned that Lemay accessed the online LDWF vessel registration with the altered data.
Forgery brings up to a $5,000 fine and 10 years in jail. Filing false public records carries up to a $5,000 fine and five years in jail. Computer fraud brings up to a $10,000 fine and five years in jail.
LDWF encourages the public when buying a boat or outboard motor to:
Compare the registration and title to the boat and motor to make sure the hull identification or serial numbers match the boat and motor and is not altered.
Make sure all outboard motors and other equipment have serial numbers.
Be careful if the price is much lower than the value.
Not purchase a boat if the seller can’t produce ownership documents such as the registration certificate or title.
